Is it improper to drive in the right lane in this situation?

If you are on a city street that has 3 lanes, all marked by dotted lines, it is okay or not to drive in the right lane if you are not turning? My husband told me it should be for turning only, even though there are no markings on the street and no signs indicating that it is a turning lane only - he says it just is. What do you think?
