The better question would be, "Where on Earth can you see Mercury (or Venus) at midnight?". The answer is that from Earth's extreme polar regions there are times when either planet can be seen above the horizon all night long. During the winter period of a given hemisphere, when the orbits of the inner planets are widely spaced above or below the ecliptic, they would appear low to the polar region horizon without setting.
